Belize immigration & customs declaration
Belize Arrival and Departure Declarations
How the Belize arrival and departure declarations differ, when each one is due, and how to organise them for air, land and sea exits during a one or two week stay.
The Belize Travel Declaration replaced the old paper embarkation and disembarkation cards, but it kept their logic: there is a declaration for coming in and a declaration for going out. Two submissions, two confirmations, two moments in your trip. Travellers who treat it as a single one-off task discover the gap at the worst possible time — standing at the departure desk.
The short version: Belize has separate arrival and departure declarations. The arrival one is submitted before you land, within a window of the order of 72 hours. The departure one belongs to the end of your trip and applies whether you fly out of PGIA, cross into Mexico or Guatemala by land, or leave by sea. Diary both the day you book.
Two declarations, not one
The old system used cards handed out on the aircraft: a disembarkation card on the way in, an embarkation card on the way out. Digitising the process did not merge them. It moved them online and, in the same step, folded the customs card into the same submission.
So the mental model to carry is simple. Every time you cross the Belizean border in either direction, that crossing has its own declaration. Entering is one event. Leaving is another. The system does not infer your departure from your arrival, and it does not assume you will leave on the date you originally typed in.
This is also why the confirmation you hold after arriving is not a "travel pass" for the trip. It is a record of one movement, already used.
In brief: one crossing, one declaration. Always.
What changes between the two
Both declarations ask about who you are and how you are travelling. The difference lies in what the authority needs to know at each moment.
| Arrival declaration | Departure declaration | |
|---|---|---|
| Purpose | Register your entry and your customs position on the way in | Register your exit from the country |
| Timing | Before you land, inside the pre-arrival window of the order of 72 hours | Around the end of your stay, before you leave |
| Focus of the questions | Reason for travel, length of stay, accommodation in Belize, goods you bring in | Your exit journey and what you are taking out |
| Customs angle | Merged into the same submission; no separate paper card on landing | Relevant if you are carrying goods, cash or purchases out |
| Confirmation | Its own QR code | A different QR code |
| Where it is used | Immigration and customs at the entry point | Immigration at the exit point |
| Applies to | Every traveller, minors included | Every traveller, minors included |
Do not read the table as a list of form fields. The portal decides what it asks and can change it. Read what is actually on screen, and confirm anything that affects your plans on the official Belize Immigration portal before you travel.
In brief: same traveller, different questions, because the border cares about different things going in and going out.
The mistake that costs people time
Here is the pattern we see most often. A traveller prepares carefully for arrival: submits inside the window, saves the QR code, prints it, sails through immigration at the Philip S. W. Goldson International Airport. Ten days later they arrive at the airport for the flight home and realise the departure declaration was never made.
It is an understandable mistake. Nothing in the arrival experience shouts "you will need to do this again". And in the middle of a holiday — Ambergris Caye, Caye Caulker, a day trip to Xunantunich — nobody is thinking about paperwork.
The fix is trivial if you build it in early:
- Set a calendar reminder for the morning of your departure date, or the day before.
- Store both confirmations in the same folder on your phone, named clearly.
- If you booked through us, keep the status page bookmarked so you can check what you already hold.
Good to know: the arrival QR code and the departure QR code are different codes. Presenting the wrong one at the exit desk is a delay, not a disaster, but it is entirely avoidable. Our guide to the declaration QR code explains how to keep them straight.
In brief: the failure is never the form. It is forgetting the second one exists.
Planning a one or two week stay
Most trips to Belize fall into this shape, so here is a plan you can copy.
- When you book. Note two dates in your calendar: the day your pre-arrival window opens, and the day before you leave the country.
- Three days before flying. Submit the arrival declaration for every traveller. Save each confirmation as a screenshot, a PDF and a printed sheet.
- On arrival. Present the code at immigration and again at customs. Because the two are merged into one submission, there is no separate paper customs card at the carousel.
- Mid-trip. If you leave Belize and come back — a couple of days in Tikal, an overnight in Chetumal — treat each re-entry as a new arrival with its own declaration.
- The day before you leave. Handle the departure declaration for everyone. Save it the same three ways.
- On departure day. Codes ready before you reach the desk. Passports in the same hand.
In brief: two reminders, six steps, no drama.
Leaving by air from PGIA
The most common exit is a flight out of the Philip S. W. Goldson International Airport, north-west of Belize City. Practical points:
- Arrive with time. Departure formalities are quick when your paperwork is in order, and slow when it is not.
- Have the departure confirmation ready before you queue, not while you queue.
- Departure taxes for air travellers are typically included in the ticket price — of the order of 73.50 USD for tourists — so most people never pay anything separately at the airport. Confirm what your ticket covers with your airline, because this is the sort of figure that changes.
- Keep your passport and your confirmation together. Splitting them across two bags is how people end up unpacking at the desk.
In brief: at PGIA the declaration is the work; the fee is usually already paid.
Leaving overland to Mexico or Guatemala
Land exits are a different rhythm. The two main crossings are Santa Elena, opposite Chetumal on the Mexican side, and Benque Viejo del Carmen, opposite Melchor de Mencos on the Guatemalan side — the usual route towards Flores and Tikal.
Things to plan for:
- Two countries, two sets of formalities. You complete the Belizean exit, then you enter Mexico or Guatemala under their rules. They are separate processes with separate queues.
- An exit fee applies at land borders. It is of the order of 40 BZD, understood to combine the border fee and the PACT conservation contribution. Treat that as an order of magnitude, not a quoted price, and confirm it before you travel.
- Cash matters. Land posts are not the place to assume a card reader will work. Carry small notes.
- Timing. Border posts have operating hours and the crossing can be slow at peak times. Do not schedule a tight onward bus.
Our article on land borders and exit fees goes into the money side properly, including what the fee is understood to cover and how it differs from the air route.
Good to know: we are an independent paid assistance service, not the government of Belize. We can prepare and check your declarations, but fees at the border are collected by the authorities themselves.
In brief: overland, expect a Belizean exit, a foreign entry and a fee — plan all three.
Leaving by sea: water taxis and cruises
Sea departures are common and often overlooked in planning.
Water taxis. Services run south towards Puerto Barrios and Livingston in Guatemala, and there are connections northward towards Chetumal in Mexico. They are boats, not ferries with generous schedules, so departures are fixed and check-in is early. You are leaving the country, which means exit formalities and a declaration.
Cruise calls. Belize City receives cruise ships and passengers usually go ashore for the day. Cruise lines handle a great deal of the border process for their passengers, and what is required of you individually depends on the line and the itinerary. If you are on a cruise, ask the ship what they handle and what falls to you rather than assuming either extreme.
In brief: a boat out of Belize is still an exit. Check what the operator handles and cover the rest yourself.
How this fits with entry rules
The declaration is a formality, not permission to enter. Most travellers from the United States, Canada, the United Kingdom and the European Union enter Belize visa-free for stays of up to 30 days, subject to holding a valid passport — six months of validity is the prudent standard — an onward or return ticket within that period, and sufficient funds, commonly cited at the order of 75 USD per day.
Two consequences for your departure planning. First, your onward ticket and your actual departure should match; a mismatch is the sort of thing that invites questions. Second, if you intend to stay longer than the period granted at the border, that is an extension matter to raise with the authorities inside Belize, not something a departure declaration solves.
You will find the full picture in our guide to entry requirements and visa-free travel.
In brief: the declaration records your movement; your right to be there comes from the entry rules.
Special situations
- Children and infants. Each has their own declaration in both directions. An adult can complete it on their behalf.
- Entering by air and leaving by land. Perfectly normal, and very common on Central America itineraries. Arrival declaration for the flight, departure declaration for the crossing, and expect the land exit fee.
- A same-day trip out and back. Each direction is its own crossing. Two more declarations.
- Changed travel dates. If your plans move, do not assume an old submission stretches to cover them. Check what you hold and submit again if needed.
- Transit. If you are only passing through, ask before you assume. Requirements for transit are not the same everywhere and the portal is the authority.
In brief: when in doubt, count the border crossings. That is the number of declarations.
Common questions before you file
If you have not submitted the arrival declaration yet, start with our step-by-step guide on how to fill the Belize declaration, and check the timing rules in the 72-hour window. Between them, they cover the two things that go wrong most: filing badly, and filing too early.
For the departure declaration, the discipline is the same. Fill it calmly, from a proper connection, with the passports in front of you. Do not do it in a taxi on the way to the airport.
In brief: the departure form deserves the same care as the arrival one.
Key points
- Belize has two distinct declarations: one for arrival, one for departure. Neither covers the other.
- The arrival declaration goes in before you land, inside a pre-arrival window of the order of 72 hours.
- The departure declaration belongs to the end of the trip and applies to air, land and sea exits.
- Each declaration produces its own QR code; keep them clearly labelled and saved offline.
- Land exits to Mexico or Guatemala involve an exit fee of the order of 40 BZD, paid at the border.
- Every traveller needs their own declarations in both directions, minors included.
FAQ about Belize arrival and departure declarations
Does one declaration cover my whole trip?
No. Belize treats entry and exit as separate movements with separate declarations. Holding an arrival confirmation does not mean your departure is registered.
When should I submit the departure declaration?
Around the end of your stay, before you leave. The day before travel is a sensible habit, from a stable connection, rather than at the airport itself.
Is the departure declaration needed if I leave by land?
Yes. Leaving the country overland is still an exit. On top of the declaration, expect an exit fee at the land border, of the order of 40 BZD.
Do I pay a departure tax at the airport?
For air travellers the departure taxes are typically included in the ticket price, commonly cited at the order of 73.50 USD for tourists. Confirm with your airline what your fare already covers.
What if my departure date changes?
Do not assume an earlier submission still fits. Check what you hold and, if your movement no longer matches it, submit again for the correct journey.
Do children need their own declarations?
Yes, in both directions. An adult can complete the forms on their behalf, but each traveller has their own record and their own confirmation.
I left Belize for a day trip and came back. What now?
Each crossing counts. Going out was an exit and coming back was a new entry, so you need declarations for both movements, not just for your original arrival.
Is the customs part in the arrival or the departure form?
The customs element is merged into the same online submission rather than being a separate paper card. What is asked differs between coming in and going out.
Can I submit both declarations at the same time?
Plan them as two separate tasks tied to two different dates. The arrival one belongs to the pre-arrival window; the departure one belongs to the end of the trip.
What happens if I arrive at the airport without the departure declaration?
Expect a delay while it is resolved. Officers can look up records by passport, but the sensible move is to have submitted it in advance rather than improvising in the terminal.
